Calls for tender

Over the past years, Mercator Ocean has built, through public procurement, a solid network of several hundred partners to support Ocean Sustainability-related challenges. Mercator Ocean regularly procures services including operational ocean products generation, scientific studies, IT development, capacity development, marketing and communication services, general services, etc.

Mercator Ocean is subject to French public procurement regulations, which derive from European legislation, in particular Directive 2014/24/EU on the award of public contracts. As such, all purchases made by Mercator Ocean are governed by the applicable rules of public procurement.

In accordance with this regulatory framework, Mercator Ocean strictly applies the fundamental principles of public procurement to all its purchases, regardless of their nature or value. These principles aim to ensure the efficiency of public procurement, sound management of public funds, and fair access for economic operators to public contracts.

Mercator Ocean adheres to the following three core principles:

  • Freedom of access to public procurement: All stakeholders must have access to information regarding Mercator Ocean’s procurement needs. This is ensured through appropriate publicity, allowing for wide dissemination of tender opportunities.
  • Equal treatment of candidates: All bidders must be treated fairly, without any discrimination or favoritism. This includes the objective drafting of tender documents and the provision of the same level of information to all participants.
  • Transparency of procedures: Procurement processes must be clear and traceable. The obligation to use digital procedures is one tool to support this principle. Transparency enables all economic operators, or any interested party, to verify that the rules are being followed and that the principles of freedom of access and equal treatment are upheld.

 

By applying these principles, Mercator Ocean promotes a responsible, ethical, and regulation-compliant procurement approach, thereby contributing to the effectiveness and quality of its actions.
